I’d say to some degree this is something of the distinction between someone who is primarily a masochist and someone who is primarily a submissive.
Speaking from personal experience (me), having a strong fetishized draw to the actual act of submission and not having a masochistic bone in my body, it really is a very different thing, yea, and often does connect to non-sexual personality traits and values and such.
