I saw multiple comments making the exact same point that he is shocking his dog because he is Turkish, including two of them coming from “progressive” side saying it is normal in Turkish culture just today. So it is probably going to last for a while.
It’s poignant how so many of these stereotypes would be unrecognizable now too as it belongs to an era before the supposed national character of modern nations crystallized.

Jesus Christ’s it’s like some kind of reflex. They just can’t help but give ground and then use bigotry to justify it.
Every action anyone takes is ultimately the manifestation of their racial essence is the working theory for configuration of the world for many.
