There’s definitely a practical aspect of, like, everyone in the civil service joined the Nazi party, so if you throw them all into a pit then Germany won’t be able to function as a society.
The Soviets had the low- and mid- tier engineers do work on the early Soviet air and space program, along with taking a lot of factory equipment with them east, but this was always framed as part of war reparations which once paid came to an end.
