Isn’t persecution/obstruction/harassment of ICC staff itself a crime? Like, couldn’t they arrest Satya Nadella for this?

The US is not a signatory to the ICC and doesn’t recognize it. The whole point of ICC was to act as a colonial court to go after African leaders the west wanted to remove from power.

Basically what it would mean is that he couldn’t enter countries that are a part of the ICC. Also Satya Nadella is an Indian citizen too as far as I know, and I’m pretty sure India is a party to the ICC.

Edit: I can’t read, India’s in the ICJ but not the ICC

Sorry I read something backwards earlier, India is a member of the ICJ but not the ICC, I got it flipped

Oh yeah ICJ is a whole different animal, in fact the whole reason ICC exists is because the west doesn’t have sway over ICJ.

Even if the ICC were to issue an arrest warrant, who would be playing the role of “they” in this scenario?

“They” would be the police in whatever country that is a part of the ICC that he went to. The same way ICC warrants always work.
