It’s because they know there is a camera there and are forced to act normal or else they’ll be disappeared! As soon as the camera was switched off, a group of jackbooted thug cops appeared and beat the shit of out those guys just for existing. That one guy who waved? That was a coded message! If you slow down his wave, you’d see it is actually a morse code SOS signal, indicating that he is in horrible danger and terrified for his life, but forced to “act natural” or else!
