“Keep the opium coming” boosts the productivity of my opium plantations for like 5 years. It doesn’t spark a cultural obsession with opium which is what gives them all the negative consequences of consumption. With “take the pipe” they get a lesser version of the Qing destabilisation and their leaders are more likely to get a big opium addiction debuff.
