I read an article about something similar in Pakistan. The main thrust was that the wealthy were able to buy solar and go off-grid and the poor had to pay higher rates for grid power because the production costs had to be split along fewer customers.
This like Mike Davis’ Planet of Slums where the wealthy classes in these types of countries (former colonies with massive wealthy disparities) are able to just disconnect from the rest of society in their enclaves
You’d think that at some point capitalists would get together to make a buck by selling rich person solar installations’ power to everyone else by upgrading the grid. Of course, financialization often turns productive incentives on their head.
