Even by the “bipartisan legislation” logic, the Dems can and should do blue redistricting. In order for there to be some kind of reform that ends gerrymandering, you have to demonstrate that it’s a mutually assured destruction situation.
… and even then, the Rs might make the simple calculation that they have more to gain than to lose, and just let it happen in blue states. This is not a system that can easily fix itself.
