I don’t think it’s likely it’s from a video, that smudge is a huge artifact. But it also begs the question: how could the Telegraph publish this with the smudge and claim it’s an authentic photo? It’s almost like, too fake looking to be fake, because if they made it themselves it would be very easy to avoid simple mistakes like that.
