No, if you’re a country’s spymaster then you probably have some spies that report directly to you, but there’s a chain of command and deliberately isolated cells that mean that the majority of actual spies are outside of the specific awareness of the spymaster, or aren’t identifiable.
Also, if the spymaster is captured, you’re already fucked because it means they were able to kidnap a top official from the capitol.
And if there is a chain of command with one person at the top, it’s probably a great deal of effort to go through the theater of trying to conceal to ultimately keep a secret that isn’t very difficult to figure out because the spymaster still needs to be working in constant active collaboration with various officers, etc. Also, the title usually isn’t public-facing anyway, not that it really matters.
Spymasters are in charge of managing spies, not doing spying, usually.
So they would know who all the spies are. If anything it would be more important they have their identity hidden than any specific spy
